RSS to e-mail by irishrage

This is two tasks work 1.Since my rss is not showing letters åäö I need that fixed. (Ive tryed myself and not succeded so this is surely not a quick fix.) 2. I want my users to be able to recive rss to their e-mail... (Budget: $250-750, Jobs: C/C++, CSS, PHP, Website Design)
