Need CSS changes according to mockups by stoo

My wordpress site needs CSS changes to the comment form, create sprite buttons out of an image we have, and a responsive tile layout for our thumbnail page. I have mockups and examples. (Budget: $30-$250 USD, Jobs: CSS, HTML, PHP, Website Design, Wordpress)
