Need Consultant knowledgeable of many Open Source CMSs by harrisbs

Looking for someone that can provide guidance on the selection of a CMS that can perform the features as specified below. Ideally, I'm trying to identify an open source CMS that will provide this functionality with only development of templates... (Budget: $30-$250 USD, Jobs: CMS, DotNetNuke, Drupal, Joomla, PHP)
