display ads on tv over wifi by mikeshay

I need to display advertisements remotely on a television or a LCD screen remotely over wifi. i.e. the tv/lcd resides on the client location, the tv/lcd talk with a device, the device calls a web service on my server to download videos and display them on the tv... (Budget: $30-$250 USD, Jobs: PHP, Software Architecture)
