HWID and gaming programs help... by evillair5

i need to make a program that would log on my website and check a file to see if user HWID is in it and is registered with his account and if it is it open a new tab/ new window and list the programs i offer..... (Budget: $30-$250 USD, Jobs: .NET, MySQL, PHP, vBulletin, Visual Basic)
