I need to get a job done on the cheap. I am trying to go overseas so that i can get cheap overseas rates. I don't want want to spend more than $6 to $8/hr rates for this project because I am on a very tight budget... (Budget: $1500-$3000 USD, Jobs: eCommerce, HTML, JSP, PHP, Software Architecture)
