Create webpage that interfaces to domain name registrar API by pvigilante

I require a webpage that can be used to perform domain name functions such as register domain name, perform whois lookup, modify domain name etc. The page will send the request to my domain name registrars API and then handle the response that comes back... (Budget: $30-250, Jobs: PHP)
