Convert .psd to Joomla 1.5 by Boulton

I need convert a .psd into an installable Joomla 1.5 template. The usual expectations apply: tableless, valid css, xhtml, etc. I have only the PSD files. I would think that this is a pretty simple project for someone with experience... (Budget: $30-250, Jobs: Graphic Design, Joomla, Website Design)
